I have the honour to transmit for your consideration a copy of the correspondence noted in the margin and to suggest that, under the circumstances, it would be advisable that the Post Office at Wei-Hai-Wei should be taken over by the Imperial Government, in accordance with the suggestion of Captain Hastings.
